Why the daily curve is so steep
When the sun is directly overhead its light passes through the least possible depth of atmosphere. When it is low, the same light comes in at a slant and travels through a much longer column of air, where more of the ultraviolet is absorbed and scattered away before it reaches the surface.
Because ultraviolet is scattered and absorbed more readily than visible light, the effect on the ultraviolet part of the spectrum is disproportionate. Low sun still looks bright. It is not delivering the same ultraviolet load, and the gap between the two is larger than the eye reports.
The consequence is a curve with a pronounced hump. The middle hours of the day contribute a share of the daily total that is out of all proportion to their share of the daylight. Everything else in this article follows from that.
Solar noon is not clock noon
The peak sits around solar noon, which is when the sun is at its highest point for your location. Under British Summer Time the clock is an hour ahead, so solar noon falls near the middle of the day rather than at twelve, and it also drifts with your longitude. A break in the west of Cornwall and one in Kent do not reach solar noon at the same moment on the clock.
You do not need to calculate it. You need to stop treating twelve as the peak and start treating the middle block of the day as the peak, because the practical decision is coarse: are you in the water during the strong block or outside it.
The shadow rule, and its limits
The oldest field instrument for sun angle is your own shadow. When your shadow is shorter than you are, the sun is high and you are near the strong part of the curve. When it is longer, the sun is low and the slant path is doing more work.
It is a rough guide and it deserves to be treated as one. It says nothing about cloud, it says nothing about reflection off the water, and it says nothing about the fact that on the water you are receiving light from below as well as above. But it is available on any beach without a phone, it takes two seconds, and it is more reliable than judging by how warm you feel. Use it as a sanity check on the plan, not as the plan.
What shifting a session actually buys
Moving a session out of the strong block is the largest single reduction most surfers can make. It is worth being clear about why it beats other measures.
It changes the rate, not the barrier. Everything else you do, cover, product, zinc, is a barrier between you and a fixed amount of arriving radiation. Timing changes how much arrives. A barrier can fail, wash off, get pushed aside or be applied badly. A lower sun angle cannot.
It works on the areas you cannot cover. The strip of face inside a hood, the lips, the small area around the eyes. These are the places where cover is hardest and where a lower rate helps most.
It stacks with everything else. Timing and cover are not alternatives. A dawn session with a long sleeved top and a cap is a fundamentally different exposure from a midday session in boardshorts, and the difference is much larger than either measure alone.

What it costs, in the language of surfing
This is where most sun advice loses its audience, because it pretends the only variable is your willingness to be sensible. It is not.
Tide. Many breaks work on a specific part of the tide, and the tide moves through the day on its own schedule. If the bank only works two hours either side of low, and low is at one in the afternoon, then the strong block is when the wave exists. You cannot legislate this away.
Wind. Coastal breezes often build through the day, and a clean morning turns into a messy afternoon. That happens to align with the exposure advice, which is a rare piece of luck. It also means the evening option is not always the clean option.
Swell and crowd. The swell arrives when it arrives. Crowds concentrate at the times most people are free, which are frequently the middle hours.
Life. If you work, the middle of the day may be the only time available on a weekend, and telling somebody with two free hours to move them is not advice, it is a lecture.
Treat it as a bias, not a rule
The framing that survives contact with a real surfing life is this: when the choice is genuinely free, take the earlier or later option. When it is not, accept that you are surfing the strong block and change the other variables instead.
That is not a compromise, it is how the whole system is meant to work. Timing, cover, coverage and duration are four dials. When one is locked, you turn the others further. A midday session with full cover on the head, neck and arms is a manageable exposure. A midday session with nothing is not, and the difference is entirely in the dials you could still move.

Length matters more when you cannot move the time
If you are locked into the middle of the day, the remaining lever is duration. A two hour session in the strong block is a different exposure from a four hour one, and unlike everything else that lever is entirely under your control.
In practice nobody comes in on time, because the whole point of a good session is that you lose track. Which is why the useful version of this is not a resolution to come in early, it is a decision made before entry about what you are wearing, taken on the assumption that you will stay out longer than you intend. Plan the cover for the session you will actually have. See duration is the variable.
What to take away

Where tide and swell make that impossible, treat it as a locked dial and turn the others. And use your shadow as a two second reminder of which part of the curve you are standing in.
