The real obstacle
Almost every article about eye protection outdoors is written to persuade people that eyes need protecting. That is not the problem in this sport.
Surfers know glare is punishing. They know sitting for three hours staring at a bright moving surface is unpleasant. They do not wear anything because the last three pairs went to the bottom of the sea, and because the pair that stayed on filled with water and blinded them at the wrong moment.
So this article is about the equipment problem rather than the persuasion problem, and it names nothing, because this manual recommends no products.
The six things the category has to do
1. Stay on through impact. A duck dive, a wave on the head, a wipeout. The force involved will remove anything held on by fit alone. Positive retention means a strap behind the head, a tether, or a gasket type fit that seals.
2. Not blind you when it fails partially. This is the underrated one. A lens that fills with water, or a frame that shifts to one side, is worse than nothing in a moment when you need to see where you are and where other people are. Anything you wear has to fail gracefully.
3. Resist fogging. Warm face, cool water, a sealed volume of air. Fogging is the reason a lot of otherwise good options get abandoned after two sessions.
4. Survive salt. Salt is corrosive and abrasive. Hinges, straps, coatings and lens surfaces all live a hard life, and something that degrades in a season is not a solution.
5. Float or be tethered. If it does come off, whether you get it back is a design property.
6. Be wearable for three hours. Pressure points, strap tension and weight all matter over a long session. Something you take off after forty minutes is not protecting you for the other two hours.

The categories, described by function
Eyewear designed for watersports. Frames built for immersion, with retaining straps, hydrophobic treatments and buoyancy or tethers. This is the category built for the problem, and it exists precisely because the problem is real.
Ordinary sunglasses with a retainer cord. A partial answer. Better than nothing on a flat day or for a longboard session where you are not getting worked. The frame was not designed for impact and the cord is a compromise.
Swimming goggles. Seal well, retain well, and are generally not designed for the visual task of reading a wave face, nor for wearing across a whole surf session. Some people use them, most do not.
Nothing. The overwhelming default, and the reason to have a functional specification rather than an exhortation.
The ultraviolet part, stated carefully
Eye protection has two jobs: reducing glare so you can see, and filtering ultraviolet. They are not the same, and it is possible for something to do the first without doing the second.
Eyewear sold in the UK for sun protection is subject to product standards and requirements around ultraviolet filtering, which are a regulatory subject rather than this manual's. If ultraviolet filtering matters to you, and it should, the thing to look for is what the product states about the ultraviolet protection it provides, and the place to ask about it is an optician rather than a surf website.
What this manual will not do is describe conditions of the eye, quantify risk or suggest what any of it means for you. The NHS publishes material on eye conditions, the College of Optometrists publishes guidance on eye health, and an optometrist is a free or low cost appointment for most people in the UK. If your eyes hurt after sessions, if your vision has changed, or if you have anything persistent, go and get it looked at rather than reading about it.
Wearing a prescription
For anyone who needs correction, surfing already involves a compromise, and it is worth acknowledging rather than skipping.
Contact lenses in seawater carry their own considerations, and that is squarely a question for an optometrist rather than for this manual. Prescription options exist within watersports eyewear as a category. What is worth saying here is only that being unable to see clearly in a line up is a water safety matter as well as a comfort one, and the RNLI is the right source on water safety generally.
A realistic position
Most surfers will not wear eye protection most of the time, and this manual is not going to pretend otherwise or lecture about it.
Where it is most worth solving, in order: long sessions in bright conditions, sessions where you are sitting rather than moving, longboard and small wave days where you are not getting worked, coaching and supervising where you have to watch the water for hours, and anyone who already knows their eyes suffer. On a heavy day in big surf, the practical answer for most people is nothing, and saying so is more useful than pretending.
What to take away
Eye protection in surf is an equipment problem, not a motivation problem. The specification is retention, graceful failure, fog resistance, salt survival, recoverability and three hour comfort, and anything meeting those six is worth considering.
