The geometry that defeats a brim
Sun protection for the eyes on land is mostly about light from above and in front. A brim, a cap or a hat handles a large share of it, and sunglasses handle the rest.
On water the dominant nuisance is light arriving from below, reflected off the surface. That is the one direction a brim cannot address, because a brim shades downward. It is also the direction most sunglasses are least good at, because light comes in under the lens and around the sides.
That is the whole reason this article exists. It is not that the sun is different on the water. It is that the light is coming from a direction the standard kit was not designed for, and it is doing so continuously for hours.
Why glare on water is so punishing
Three things stack.
The surface is broken. Countless small facets, each tilted differently, each moving. That produces a shifting field of bright points rather than a single glare patch, and the eye cannot settle on an average.
The contrast range is extreme. You are looking at a very bright surface and trying to read a dark wave face against it, sometimes with the sun behind the swell. That is a demanding visual task even without ultraviolet in the picture.
Salt and spray irritate. Eyes that are already stinging and watering deal with glare worse, and a face full of spray puts scattering droplets directly in your line of sight.
The result is a session spent squinting. People treat that as an inconvenience. It is also a safety matter, because your ability to see what is coming, where other people are, and where the rip is running all depend on being able to look at the water.
Ultraviolet and eyes, stated carefully
This is the point at which this manual stops and hands over. Ultraviolet exposure of the eye is a recognised concern in public health guidance, and the NHS and the College of Optometrists publish material on eye health and ultraviolet. Long term exposure is discussed in relation to conditions including cataracts, and short term intense exposure to reflected ultraviolet is recognised in high reflectance environments.
What this manual will not do is describe symptoms, quantify risk, or tell you what any of that means for you. If your eyes hurt after sessions, if your vision has changed, if you have persistent irritation or anything you are worried about, that is an optometrist or a GP question, and both are easy to access. Nothing on a surf website should be your source on that.
What is squarely within this manual's remit is the practical point: your eyes are receiving reflected light for hours, you cannot shade them from below with a brim, and something that stays on your face is therefore worth solving for.

Working framework of this manual. It is not a measurement, it is not drawn from any study, and it carries no numbers we cannot source.
The real problem is retention, not willingness
Ask surfers why they do not wear eye protection and almost nobody says they do not think it matters. They say it comes off.
That is the actual engineering problem. A duck dive, a wipeout, a wave on the head, or simply paddling through white water applies enough force to remove anything not positively retained, and the sea keeps whatever it takes. Any solution that does not address retention is not a solution, it is a suggestion.
The category exists. There are eyewear formats designed for watersports with retaining straps, floating frames and gasket type fits, and there are people who wear them regularly. This manual names no brands and recommends no products, so what follows is a description of what the category has to do rather than a shopping list. It has to stay on through impact, it has to not fill with water in a way that blinds you, it has to not fog, it has to survive salt, and it has to be something you can live with for three hours.

Partial answers, described as partial
A cap under a hood, or a peaked cap. Helps with direct light from above and with the top of the visual field. Does nothing for reflection from below. Worth wearing anyway for the scalp.
Squinting. The default, and it is not nothing, but it costs you visibility exactly when you need it and it is not sustainable across a long session.
Sitting with your back to the sun. Sometimes possible, often not, since where you sit is determined by the peak, not by the light. On some breaks at some tides it is genuinely available and it costs nothing to take it when it is.
Timing. Low sun angle at the ends of the day produces a different, and in some ways worse, glare situation: the sun sits low and directly in your eye line when you look along the beach or out to sea, and the glare path across the water is long. This is one of the few areas where a dawn or evening session is not automatically easier, and it deserves saying rather than pretending everything about low sun is better.
Coaches, groups and children
If you are teaching or supervising, glare is not only your problem. You are the person who has to see what is happening in the water, count heads and spot somebody in difficulty, and you are usually facing the beach with the water behind you or facing out with the light bouncing straight up at you.
Beyond that, this manual does not give advice about other people's eyes or children's eyes, because that is beyond what a publication about surf exposure should be doing. The RNLI is the source on supervision and water safety, and an optometrist is the source on eyes.
What to take away
Reflected light off water comes at your eyes from below, which is the one direction a brim cannot cover, and a broken surface scatters it from every angle at once. That is uncomfortable, it limits what you can see, and it makes the water harder to read safely.
The obstacle to solving it is retention, not motivation. And for anything to do with your actual eyes, symptoms or vision, go to an optometrist or a GP rather than to a website about surfing.
