One mechanism behind all three
Latitude, altitude and season look like three separate subjects. They are largely one, and the one is how much atmosphere the sunlight has to cross before it reaches you.
Closer to the equator, the sun reaches a higher maximum angle, so the path is shorter. Higher up a mountain, there is simply less atmosphere above you. Later in spring and into summer, the sun climbs higher at midday than it did in winter. In each case the ultraviolet has less to travel through, and ultraviolet is attenuated by that journey more strongly than visible light is.
Once you hold that single idea, the practical rules follow without needing to memorise anything.
The British problem: a short season that arrives early
On a UK coast the ultraviolet season does not track the temperature season. The sun angle starts climbing from the spring equinox onwards and is well up by late spring, but the sea is at its coldest in late winter and early spring and takes months to catch up. Air temperature lags too.
The result is a period of weeks in which the ultraviolet is climbing steeply while everything you feel says winter. You are in a thick wetsuit, boots, gloves and a hood on some days, and the exposure that matters is concentrated on the small area of face you have left out. Then the suit gets thinner through early summer, more skin is exposed, and by that point the index is at its annual strongest.
This is why the first burn of the British surfing year so often happens in spring rather than in August. Not because spring is stronger, but because nobody has adjusted, and the areas left uncovered are the areas that take the whole load. Moving south: what changes and how fast
A British surfer's European travel usually runs down the Atlantic coast or out to the Atlantic islands. Each step south moves you into a stronger regime, and the change is not linear with distance in a way you can feel.
Two things change at once. The peak strength of the middle of the day goes up. And the season lengthens, so the strong block exists across more of the year and the shoulder months behave like a British summer.
The practical trap is that your habits are calibrated to home. Somebody who has spent years surfing a northern coast has an intuition for how long they can be out before their face suffers, and that intuition is a piece of local knowledge that does not travel. It is the reason the first days of a trip are the ones that go wrong, which is the whole subject of travel and the first three days.

Altitude, on a surf trip of all things
Altitude sounds irrelevant to a sport conducted at sea level, and for the session itself it is. It is not irrelevant to the trip.
Ultraviolet increases with height above sea level, because there is less atmosphere overhead. On a European surf trip you spend a meaningful amount of time not surfing, and some of that time is spent on high coastal roads, mountain passes between coasts, viewpoints, and in places like the volcanic islands where a day off frequently means driving up. Add snow or light coloured rock, which reflect strongly, and a non surfing day can carry a heavier exposure than the surfing did.
The related effect is that people protect themselves for the water and not for the rest of the day. The session gets a rash vest and zinc. The three hours afterwards in a car park, at a viewpoint or on a terrace get nothing, on the reasoning that the day's exposure is over. It is not over, and the afternoon is the stronger part of the curve.
Surface underfoot changes the local answer
Latitude and season set the rate arriving from the sky. What is underneath you changes what reaches your face. Water reflects, wet sand reflects, pale dry sand reflects, light rock and concrete reflect. A break with a pale sand beach and a long paddle out over glassy water is a different local environment from a dark pebble beach under a cliff, at the same latitude on the same day.
You cannot quantify this without instruments and this manual will not pretend otherwise. The point is directional and it is enough to act on: on water, and on pale ground, assume you are receiving more than the forecast for a flat surface implies, and treat the areas that face downwards and sideways as exposed rather than sheltered. The other side of the argument
It would be incomplete to write about season and latitude without acknowledging that sunlight exposure is not purely a hazard. NICE guidance NG34 exists precisely because the public health position is a balance, covering both the risks of ultraviolet exposure and the role of sunlight in vitamin D. Northern latitudes have a period of the year in which the sun angle is too low for meaningful vitamin D synthesis whatever you do, which is why UK dietary guidance addresses supplementation.
That is not this manual's subject and it is not something to take advice on from a surf website. The reason to mention it is that people sometimes justify a long unprotected session on vitamin D grounds, and the balance NICE describes does not support hours of unprotected midday exposure on a strong day. If you want the actual position, read NG34 and the NHS guidance rather than an argument on a beach.
What to take away
Latitude, altitude and season are one mechanism: how far the light travels through the atmosphere. A British coast has a short strong season that arrives while the water is still cold and your habits are still set to winter. Travelling south moves you into a regime your instincts were not built for. Altitude on a trip catches people on the days they are not surfing.
None of that changes what you do on any single day. It changes when you start doing it, which on a UK coast is earlier in the year than feels reasonable.
