What the number is describing
The UV index is a forecast. It estimates the strength of the sun's ultraviolet radiation reaching the ground at a given place and time, weighted for the effect that radiation has on human skin. It was designed by public health bodies as a communication tool, which matters more than it sounds: the point of the scale is to be acted on, not to be admired.
The World Health Organization publishes the framework, including the grouping of the open ended scale into named bands. Those bands are the part worth learning, because the bands carry the recommended behaviour and the raw figure does not. The scale has no upper limit, but the bands are what a forecast is designed to communicate. In the UK the higher bands are a summer phenomenon and the lower bands describe most of the year, which is exactly why the UK produces so many people who are careless in June and astonished in July.
It is a rate, not a dose
This is the single most useful thing to understand about the index and the thing most surfers get wrong. The index describes intensity at a moment. It does not describe how much ultraviolet you will actually receive, because that depends on how long you stand in it.
A short walk under a strong sun and a four hour session under a middling one are not the same experience, and the index alone cannot tell them apart. Dose is roughly rate multiplied by time, and the time term is the one this sport pushes to extremes. Nobody spends four uninterrupted hours in a car park. Plenty of people spend four uninterrupted hours in the water.
The practical consequence is that a surfer reading a forecast should never stop at the band. The question is not what the index says. The question is what the index says multiplied by how long you intend to be out, which is the argument made at length in duration is the variable that makes this sport different.
The shape of the day
A UV forecast is not flat. It rises through the morning, peaks around solar noon and falls through the afternoon, and the curve is steeper than most people expect. Solar noon is not clock noon: under British Summer Time it sits around the middle of the day rather than at twelve, and the exact time shifts with your longitude and the date.
The reason the curve is steep is geometry. When the sun is high, its rays pass through less atmosphere on the way down. When it is low, they pass through a much longer slant path and more of the ultraviolet is absorbed and scattered out before it reaches you. That is why the middle hours dominate the daily total, and why a session moved to the edges of the day is a genuinely different exposure, not a psychological one. That is the subject of the hours that matter.
Most forecast tools give you either a daily maximum or an hour by hour curve. If yours gives you a single daily number, remember you are being handed the peak, and the peak may last a couple of hours rather than the whole afternoon.
What the index does not include
The forecast is built for a horizontal surface at ground level under the sky. It is not built for you, and it is certainly not built for you sitting on a board in the middle of a bay. Several things are outside it.
Reflection. The index does not add the ultraviolet bouncing up off the surface you are sitting on. Water reflects, and a moving, broken water surface reflects in ways a flat one does not. That is not a small footnote in this sport and it gets its own treatment in reflection off water.
Your position and posture. A forecast for a flat surface says nothing about which parts of you face the sky. Sitting upright on a board for hours presents the back of the neck, the ears, the scalp and the tops of the shoulders in a way that walking about does not.
Shade. There is none out there. Every general piece of sun advice assumes you can move into shade, and the whole of this manual exists because in this environment you cannot.
What you are wearing. Obvious, but worth saying: the index is a description of the environment, and cover is the variable you control. See cover as the primary control.
How to actually read it before a session
Three habits turn the number into a decision.
Look at the curve, not the headline. If your source offers hourly values, look at what the index is doing during the hours you plan to be out, not what it does at its worst point in the day. A dawn session and a midday session on the same day sit on completely different parts of that curve.
Convert it into a session length judgement. Ask yourself the crude question: high band, three hours, no shade, no reapplication. Does the plan still hold. If it does not, the answer is usually a change of cover or a change of time, because the one thing you will not do is come in early.
Check it the night before as well as the morning. Kit decisions are made when you pack, not when you park. Deciding on the beach that you should have brought a long sleeved top is a decision arriving several hours too late.

Reading it on a UK coast
Two UK specific habits are worth building. The first is that the season for high band days is short and it does not announce itself. The index climbs through spring while the air is still cold, so the first genuinely strong days of the year arrive when nobody has adjusted their behaviour yet. The second is that the difference between a mild spring day and a strong summer one is much larger than the difference in air temperature suggests, which is the whole subject of why cloud and cold mislead.

The index is not a permission slip
The most common misuse of the index is treating a low or moderate reading as a clear day. It is not a clear day. It is a lower rate, and this sport converts lower rates into meaningful doses through sheer time in the water. Equally, a very high reading is not a reason to stay in, it is a reason to change what you are wearing and when you go.
The point of the forecast is that it lets you make the decision on the sand, with dry hands, before you are committed. Everything after that is much harder to change.
What to take away
Treat the UV index as a rate that you multiply by the length of your session. Look at the hourly curve rather than the daily peak, remember that the forecast does not include reflection off the water or the fact that you have no shade, and make your cover decision before you leave rather than in the car park.
A forecast is only useful if it changes something. If reading the index never changes what you wear or when you go, you are not reading it, you are looking at it.
